It might be more helpful to reach out to the lawyers at avvo.com - they're available to answer questions on a multitude of questions and have lawyers representing all different legal practices, beyond construction matters. That being said, it is extremely likely that Maine will have some laws on the books that control situations where a tenant has made improvements to the landlord's property and where a landlord refuses to return a deposit when it is presumably owned.
