Good question! North Carolina mechanics liens against property can be filed only after the debt has become due, and they must be made within 120 days from the claimant's last furnishing of labor and/or materials to the project. Note that a lien upon funds can really be made at any time that a claim against property can be made - but it's generally a good idea to send notice earlier than later to ensure that project funds are available to lien against.
